Unlike food products, European and international regulations related to cosmetic products do not include technical production and labeling rules designed to protect and regulate the use of terms such as organic, natural, or plant-based. Despite this lack of regulation, Bioagricert has dedicated itself to the certification of organic food products for over thirty years and provides independent certification to companies using claims referencing "natural" or "organic" content on their labels. The Bioagricert specification for organic and natural cosmetic production is aligned with major European regulations and allows for the certification of three product categories:

  1. NATURAL ORIGIN COSMETICS: These products contain at least 95% "natural ingredients" and "natural-derived ingredients." The use of additives and other synthetic substances is permitted up to a maximum of 5% by weight of the total ingredients in the finished formulation. However, the use of synthetic perfumes and chemically modified natural perfumes is allowed up to a maximum usage percentage equal to 1% by weight of the total ingredients in the final formulation.

  2. ORGANIC COSMETICS: These products contain at least 51% organic ingredients by total volume. Certified organic ingredients are always indicated on the label and/or highlighted in the ingredient list (INCI). Optionally, the percentage of organic ingredients in the total volume of the product can also be indicated on the label. Within a formulation, the same ingredient cannot be both organic and conventional.

  3. PLANT-BASED COSMETICS: These products guarantee the prevalence of plant ingredients and other natural or naturally derived substances, as well as being obtained without the use of any animal-derived ingredients/adjuvants/manufacturing aids. Plant-based cosmetics contain at least 51% plant ingredients and 95% natural or naturally derived substances.
